New Jersey Forklift Certification Requirements

New Jersey is one of a handful of states that runs an OSHA-approved State Plan covering public employees only. That plan is the Public Employees Occupational Safety and Health (PEOSH) program, jointly administered by the New Jersey Department of Labor and Workforce Development (which handles safety hazards) and the New Jersey Department of Health (which handles health hazards). PEOSH covers state, county, and municipal government workers — think public works yards, county utilities, and school district warehouses. If you operate a forklift for a private-sector employer in New Jersey, you are covered directly by federal OSHA. Either way, the operating rule is the same powered industrial truck standard, 29 CFR 1910.178.

What OSHA and PEOSH require of New Jersey forklift operators

Whether you fall under federal OSHA or PEOSH, forklift operator training under 1910.178(l) has three required parts:

• Formal instruction — lecture, written material, video, or online coursework covering OSHA rules, truck controls, stability, load handling, and workplace hazards.
• Practical training — hands-on demonstrations by the trainer and hands-on exercises performed by the operator on the actual type of truck they will use.
• Workplace evaluation — the employer observes the operator running the forklift in the real work environment and confirms they can do it safely.

An operator is not certified until all three are complete. The employer must keep a written record showing the operator’s name, the trainer’s name, the date of training, and the date of the evaluation.

How often re-certification is required in New Jersey

OSHA requires a performance re-evaluation of each operator at least once every three years. Refresher training must happen sooner if the operator is involved in an accident or near-miss, is seen operating unsafely, is assigned a different type of truck, or if conditions in the workplace change. There is no separate New Jersey renewal cycle beyond this federal three-year re-evaluation.
