Norfolk Forklift Certification Requirements

Norfolk operators fall under Virginia’s own OSHA-approved state plan. Forklift training is enforced by Virginia Occupational Safety and Health (VOSH), part of the Virginia Department of Labor and Industry, rather than by federal OSHA. VOSH covers both private-sector employers and state and local government workplaces, and it adopts the federal powered industrial truck standard — so the rules mirror federal OSHA while being enforced at the state level across Norfolk and Hampton Roads.

What VOSH requires of Norfolk forklift operators

In Virginia, an employer may only allow operators who have completed a proper training program to run a forklift. A complete certification has three parts:

• Formal instruction — the classroom or online knowledge portion: lecture, written materials, and a written test.
• Practical training — hands-on exercises on the same type of forklift the operator will actually use.
• Workplace evaluation — the employer observes the operator performing the job in the real Norfolk work environment.

The employer must keep a written record showing the operator’s name, the trainer’s name, and the dates of the training and the evaluation.

How often re-certification is required

Operators must be re-evaluated at least once every three years. Refresher training is required sooner if an operator is seen driving unsafely, is involved in an accident or near-miss, is assigned to a different type of forklift, or if conditions in the workplace change.
