Under OSHA rules certification has to include formal instruction, hands-on training, and an evaluation by your employer, so any site offering a “free forklift certificate” with no employer involvement is not giving you a valid credential.
What is free: your employer can do the entire training and evaluation in-house at no cost to you, since OSHA does not require a third-party provider. Some state workforce programs and nonprofits run free in-person forklift classes in certain areas, but availability depends on where you live.
