Pennsylvania Forklift Certification Requirements

Pennsylvania does not operate its own OSHA-approved State Plan for private-sector workers. Most private employers in the Commonwealth fall under federal OSHA jurisdiction, so forklift operators are certified under the federal Powered Industrial Trucks standard, 29 CFR 1910.178(l). The rules are the same whether you operate in Philadelphia, Pittsburgh, Allentown, or a distribution center off I-81.

What OSHA requires of Pennsylvania forklift operators

Federal OSHA requires every powered-industrial-truck operator to complete a three-part training and certification process before operating a lift on the job:

  • Formal instruction — classroom-style or online lessons covering truck controls, stability, load handling, pedestrian safety, refueling, and OSHA rules.
  • Practical training — hands-on demonstrations and supervised, hands-on exercises on the specific type of truck the operator will use.
  • Workplace evaluation — a qualified evaluator watches the operator run the truck in the actual work environment and confirms competency.

The employer must keep a written certification record showing the operator’s name, the trainer’s name, and the dates of training and evaluation.

How often re-certification is required in Pennsylvania

OSHA requires each operator to be re-evaluated at least once every three years. Refresher training must happen sooner if an operator is seen operating unsafely, is involved in an accident or near-miss, is assigned a different type of truck, or if conditions in the workplace change in a way that affects safe operation.

Where our online course fits

Our $58 online course satisfies the formal-instruction portion of OSHA’s requirement. It takes about an hour from any phone or computer, and the certificate is valid for three years across the U.S., Canada, and Mexico. Because OSHA requires hands-on evaluation on the actual equipment, the employer still performs the practical training and workplace evaluation — our employer Train-and-Certify kit gives supervisors the checklists and forms to complete and document that final step.

From the Lehigh Valley and the I-78/I-81 logistics corridor to PhilaPort, the steel and manufacturing plants around Pittsburgh, and the warehouse hubs near Harrisburg and Carlisle, certified operators are in constant demand across Pennsylvania.
