California Forklift Certification Requirements

California is not regulated by federal OSHA for most workplace safety matters. Instead, it runs its own OSHA-approved State Plan, administered by the Division of Occupational Safety and Health — commonly called Cal/OSHA — under the state Department of Industrial Relations. Cal/OSHA’s plan covers most private-sector workers plus all state and local government workers, and it enforces its own powered industrial truck rule under California Code of Regulations, Title 8, Section 3668. That standard mirrors the federal training and evaluation approach, so if you operate a forklift for a job in California, you must be trained and certified before you take the controls.

What Cal/OSHA requires of California forklift operators

Title 8 §3668 requires that operator training combine three parts:

  • Formal instruction — lecture, discussion, interactive computer learning, video, or written material covering safe operation. This is the knowledge portion that can be completed online.
  • Practical training — demonstrations by the trainer and hands-on exercises performed by the trainee on an actual truck.
  • Workplace evaluation — an assessment of the operator’s performance in the actual workplace where the truck is used.

The employer must certify that each operator completed training, keeping a record with the operator’s name, the training date, the evaluation date, and the identity of the person who did the training and evaluation.

How often re-certification is required in California

Cal/OSHA requires that each operator’s performance be re-evaluated at least once every three years. Refresher training is required sooner if an operator is seen operating unsafely, is involved in an accident or near-miss, fails a performance evaluation, is assigned a different type of truck, or if conditions in the workplace change.

Where our online course fits

Our $58 course, completed in about an hour from any phone or computer, satisfies the formal-instruction (knowledge) portion Cal/OSHA requires. Because Title 8 also requires hands-on practical training and a workplace evaluation on the actual truck, your employer must complete those final steps. Our employer Train-and-Certify kit gives supervisors everything they need to run and document that evaluation.
