Vermont Forklift Certification Requirements

Vermont is not covered directly by federal OSHA. Workplace safety here is enforced under a state-run program: the Vermont Occupational Safety and Health Administration (VOSHA), operated within the Vermont Department of Labor in Montpelier and in effect since 1974. VOSHA is an OSHA-approved State Plan that covers both private-sector employers and state and local government workplaces. For powered industrial trucks, VOSHA adopts and enforces the federal forklift standard, 29 CFR 1910.178, so the operator-training rules that apply in Burlington, Rutland, or Montpelier match the national baseline.

What VOSHA requires of forklift operators

Under 29 CFR 1910.178(l), a forklift operator in Vermont must be trained and evaluated in three distinct parts before operating a truck on their own:

  • Formal instruction — lecture, video, written material, or an online course covering truck controls, stability, load handling, pedestrians, and refueling or charging.
  • Practical training — hands-on demonstrations by the trainer and actual operation of the specific truck by the employee.
  • Workplace evaluation — a performance check where a qualified person watches the operator run the lift in the actual work area and truck type.

The employer must keep a written record certifying training. VOSHA expects that record to show the operator’s name, the training date, the evaluation date, and the name of the person who did the training and evaluation.

How often re-certification is required in Vermont

There is no annual renewal. VOSHA requires each operator to be re-evaluated at least once every three years. A refresher and a new evaluation are also required sooner if the operator is seen driving unsafely, is involved in an accident or near-miss, is assigned a different type of truck, or if workplace conditions change.

Where our online course fits

Our $58 online OSHA forklift course delivers the formal-instruction portion of 29 CFR 1910.178. It takes about an hour, runs on any phone, tablet, or computer, and issues a certificate valid for three years across the U.S., Canada, and Mexico. The formal training is the classroom piece only — VOSHA still requires your employer to conduct the hands-on practical training and the in-person workplace evaluation on the actual truck. For companies handling that in-house, our employer “Train-and-Certify” kit provides the evaluation checklists and documentation to finish and record the process.

From dairy and agricultural operations and maple producers, to ski-resort and hospitality logistics at Killington and Stowe, to small manufacturers and the distribution and warehousing hubs around Burlington and Chittenden County, Vermont employers rely on trained forklift operators. Starting the certification online is the fastest, lowest-cost way to keep your crew VOSHA-compliant.
